1. Everybody can see who's off
If you can see when your fellow employees are going to be off , you pretty much know if your manager is going to approve your leave or not. The reason most leave does not get authorised is because too many people are off already. So  staff tend to be more considerate and prompt in requesting leave when they know what else is going on.

Set who cannot be off with who and how many staff members you need in a department at any one time.
